Important Upcoming Meetings:
Tuesday, Febuary 28, BOE Public Session, 8:15PM, EHS LGI
Nancy Taddiken presented the Administration's proposed spending plan to the public on February 7. The plan calls for a .34% spending increase which translates to a 3.42% tax rate increase. Since the maximum allowable tax levy in the proposal is 2% this increase falls within the requirements of the 2% tax cap and, if approved by the BOE, would not require an override in May. State and federal mandates and negotiated union requirements limit the options for reductions in many of our expenses. Revenues are reduced from decreased Federal money, interest revenue, and assessments from successful commercial certiorari suits as well as increasing individual homeowner tax challenges. Read the February 10 Web News Update for a complete summary of the Budget Study Session.
In brief, some of the changes that impact Edgemont Junior-Senior High School include:
1. Loss of 5.15 FTEs at the high school (1.25 from the English Dept, 1.0 from Social Studies, .4 from Foreign Language, .3 from Fine and Performing Arts, .2 from Health plus 1 special education teacher and 1 special education teaching assistant- some positions will be eliminated and other faculty will have time reduced. The proposed staff reduction brings us to the same number of FTEs as we had a few years ago with similar enrollment. Teachers with the least seniority are the first to be let go.
2. Changing the enrollment floor for some courses.
3. Decrease in English electives; formation of an English 12 class instead comprised of components of the electives; AP English and Advanced Senior Seminar remains
4. Decrease in senior Social Studies electives; AP classes remain
5. Entry point to Science Scholars changed from Freshman to Sophomore year
6. Science electives and modified Spanish will be offered in alternating years
7. The Social-Emotional Learning Program has been reduced with a discontinuation of the Study Skills for Success program
8. Decreased interscholastic sports competitions saving transportation costs and officials' fees, no sports teams cut
9. Ninth Grade camp discontinued
10. Restructuring the A School to possibly include more students and altering the teaching load
11. Discontinuing the JHS Drama production

If there's a 2% Tax Cap why are our taxes going up by 3.42%?
The district is falling within Governor Cuomo's 2% tax cap because the tax cap refers to the maximum allowable tax levy but other factors go in to what ultimately produces the projected tax rate increase; most of which the District cannot control. The proposed spending plan has a spending increase of 0.34% from last year, but, given the anticipated decline in assessments, the projected tax-rate increase is 3.42%, which, under the new property tax cap law, will, if approved by the members of the Board of Education, require approval by a simple majority of the voters on May 15, 2012 and not require a budget over ride. But why the 3.42% number if we have such a small budget to budget increase in spending? Assessments always hit Edgemont hard...commercial tax certioraris cause the district to refund money to commercial property owners for taxes "overpaid" but certs then also lower the assessed value of the property going forward. In addition, homeowners, more than ever, are filing small claims assessment reductions - at last count 217 have been filed. The result is the district is estimating $947,348 less in assessments from 2011-2012. Calculations illustrating how the maximum allowable tax levy was determined can be found on the district website.
MANDATES
Every year, the New York State Legislature, Governor, and Board of Regents and/or the Federal Government adopt new mandates that school districts are required to follow, yet provide no money for fulfilling the requirements. In virtually all cases, additional funding is needed to fulfill these mandates. Therefore the mandate is "unfunded" by those who are requiring the action. In the end, it is local taxpayers who end up footing the bill. Here is a list of these mandates and a letter template written by our regional PTA unit - the Westchester- Eastern Putnam PTA. Many districts are already involved in letter writing campaigns regarding mandate relief. Please feel free to use this letter or just part of this letter if you agree that mandate relief is an important step towards controlling our district's costs and send it to our elected representatives. Our children's education is our primary concern and I think we can all agree that more local control of how our money is spent will benefit our children in the long run.

Welcome to our new Assistant Principal, Dr. Doron Markus:
At the January 10 BOE meeting the BOE officially appointed Dr. Doron Markus as an Assistant Principal of Edgemont Jr-Sr High School effective February 2, 2012. Dr. Markus has been an educator for fifteen years at the secondary level. Dr Markus comes to Edgemont from the Hastings-on Hudson school district where he has served as a teacher, K-5 Science Specialist, and Gr. 6-12 Science Department Chairman. He also served as interim Assistant Principal of Hastings HS. Dr. Markus brings to Edgemont a passion for teaching and learning. Please make him feel welcome.

A note from Photography teacher Chris Coffin: As is the Edgemont tradition, our students are being included in some of the country’s most prestigious student photography exhibitions. Senior, Sam Spector was chosen as a finalist in Photographer’s Forum 32nd Annual College and High School Photography Contest sponsored by Nikon. Sam was chose from over 18,000 entries and will soon be published in Photographer’s Forum end of the year, hard cover book, “Best of High School and College Photography 2012.” Sam is no stranger to having his work recognized; his inclusion in the International Center of Photography’s student Photo Exhibition last year was his 2011 highlight. 2012 looks to be even brighter!
The new Library Photo Gallery is currently showing its second exhibition of the year, presenting the work of Naomi Root. Her exhibition, “Visual Interruption” is an exploration of pattern, shape, form and vibrant color. The clashing of color, shape, and pattern challenge the viewer to make sense out of predictability and its disruption. Naomi’s work will be on display until March 5th.

NextG Public Hearing
TOWN TO CONTINUE NextG HEARING ON FEBRUARY 28 - Edgemont residents are urged to attend
The Greenburgh Town Board tonight agreed to continue the public hearing on NextG's 20 applications to place cell phone antennas in residential areas until February 28 at 7:30 p.m. Dozens of residents spoke out against NextG's applications tonight, including Jim Hallowell, an Edgemont attorney who spoke for the ECC.
The reason given for continuing ...the hearing was the need to receive and review the town consultant's report on a recent filing by NextG purporting to explain why it could not now locate any of its antennas along State rights-of-way in nonresidential areas.
NextG argued that the Town was discriminating against the company by insisting that, because it was installing cell phone antennas, it must comply with the Town's Antenna Law, and opposed any referral of its applications back to the Town's Antenna Review Board on the ground that it had spent long enough before that board.
Town councilman Francis Sheehan said any delay was of NextG's own making because at the very time it was representing to the ARB that it did not have "permission" to locate its antennas on telephone poles along the State rights-of-way on four-lane roads such as Central Avenue, it was representing to the FCC that it could obtain such access -- but only if it paid a fee. Also at issue is the impact of NextG's recent acquisition by Crown Castle, which has exclusive rights in New York to provide wireless services on telephone poles in the State's rights-of-way.
NextG's attorney Mark Weingarten said these alleged misrepresentations by NextG were irrelevant because Central Avenue was a "mixed use" zone and that, accordingly, sites there were not "as of right." Mr. Sheehan pointed out, however, that the Town has for years routinely granted wireless service providers the right to locate antennas along Central Avenue "as of right" including a monopole tower at the Midway Shopping Center.
it is not clear whether the Town's consultant will address the threshold legal and technical issue under the Town Code of whether NextG's customer MetroPCS has exhausted opportunities to fill in gaps in coverage by locating its facilities in nonresidential "as of right" locations. However, by adjourning the hearing until February 28, the Town Board is apparently giving the public and NextG the right to be heard at least one more time once the consultant's report is released.

SCHOOL BOARD NOMINATIONS
At the public session of yesterday’s Edgemont School Board Nominating Committee (SBNC) meeting, the SBNC accepted letters of recommendation for three Edgemont residents to fill the two upcoming vacancies on the School Board: Jennifer Darger, Lisa Wexler and Brian Yarrington. Lisa Wexler of Barclay Road was recommended for a second term on the Board, and both Jennifer Darger of Sherwood Place and Brian Yarrington of Evandale Road were recommended for a first term. The SBNC accepted the letters with great appreciation of the willingness of all three candidates to serve Edgemont’s schools and community. The SBNC seeks comment from Edgemont residents concerning the candidates. At the public session of yesterday’s Edgemont School Board Nominating Committee (SBNC) meeting, the SBNC accepted letters of recommendation for three Edgemont residents to fill the two upcoming vacancies on the School Board: Jennifer Darger, Lisa Wexler and Brian Yarrington. Lisa Wexler of Barclay Road was recommended for a second term on the Board, and both Jennifer Darger of Sherwood Place and Brian Yarrington of Evandale Road were recommended for a first term. The SBNC accepted the letters with great appreciation of the willingness of all three candidates to serve Edgemont’s schools and community. The SBNC seeks comment from Edgemont residents concerning the candidates. All comments should be submitted by March 1st in writing to Marc Ackerman, SBNC Chair, 101 Moorland Drive, Scarsdale, NY 10583, mackerman@omm.com. Comments must be attributable (anonymous comments will not be accepted) and will

Greenwich Youth Film Festival
The Junior League of Greenwich (JLOG) has launched a brand new project. The project is a youth film festival called the Greenwich Youth Film Festival. It is open to all Westchester County and Fairfield County high school students. Students in these counties can enter films and videos in one of five genres; creative, animation, public service announcement, documentary and music video, for the chance to win cash prizes. The awards will be presented on April 28th at the Cole Auditorium in the Greenwich Library. Students have the opportunity to win up to $4,000. The JLOG have a notable line of judges who will view and comment on the film and video entries. The judges include; Ron Howard for Creative, Blue Sky Studios for Animation, Gretchen Carlson for Public Service Announcement, Clayton Pecorin for Documentary and Jeff Cardoni for Music Video.

The group's mission is to provide a safe place to share experiences, seek and find support from other families, and share resources. The group is open to parents/guardians raising children of all ages and is run by Social Worker Pam Moskowitz, a mother of 3 children, one of whom has a Mood Disorder. This is group is not affiliated with Edgemont HS nor the PTSA. For more information click here.
